Casi 150 años después de que el estado de Wisconsin en Estados Unidos aprobara la primera ley que permitía el voto “fuera de la patria”, al brindar a los soldados que peleaban en la guerra civil estadounidense la posibilidad de votar, son muchas las democracias que ofrecen esa opción a sus nacionales que residen en otros países.
En respuesta al avance mundial de la democratización y de la avasalladora globalización económica, social y cultural, un número cada vez mayor de países en desarrollo buscan brindar a sus ciudadanos la oportunidad de votar en el extranjero, ya que una porción significativa de ellos suele residir fuera de su territorio. Más aún, en sociedades posbélicas, con un gran número de refugiados y desplazados, se organizan en el extranjero operativos de votación a gran escala para posibilitar su inclusión en los procesos políticos y electorales nacionales, con lo que se trata de contribuir a la reconciliación nacional y la paz duradera.
Al mismo tiempo, las opciones tecnológicas (como la votación vía electrónica, pero sin limitarse a ello) pueden ofrecer medios efectivos y eficientes para que las elecciones sean cada vez más libres y justas, incluso si gran parte de los electores se encuentra fuera de su país de origen.
