Experto norteamericano afirma aviación RD supera auditoría de la FAA con «buenas notas»

DIARIO ULATRAMAR, SANTO DOMINGO, RD.- El especialista estadounidense Javier “J” Rodríguez, quien encabezó el equipo de asesores técnicos contratados por el Instituto Dominicano de Aviación Civil (IDAC) durante la reciente auditoría aplicada por la Administración Federal de Aviación de los Estados Unidos (FAA), reveló que el país demostró que cumple correctamente con los estándares de seguridad operacional que exige ese organismo.
“Para darles tranquilidad a los usuarios de la aviación en República Dominicana, puedo informar en esa revisión final que realizó la FAA, no se encontró ningún fallo que no fuera debidamente subsanado”, manifestó Rodríguez.
El extécnico de la FAA reconoció que la participación del presidente de la República Luis Abinader, fue un factor clave en los esfuerzos para superar el gran reto de la auditoría IASA, basada en las normas de la OACI, ya que bajo las condiciones detectadas en el 2020 y posiblemente hasta el 2022, el país no estaba preparado para salvar la categoría 1, según señala la entidad mediante una nota de prensa.
“La sinergia surgida entre el presidente Abinader y el director Porcella en el seguimiento del tema de la auditoría, desde el primer día en que se anunció esa posibilidad, fue muy importante en la respuesta oportuna y efectiva que ofreció el Estado Dominicano frente al riesgo inminente que enfrentaba la aviación del país”, apuntó Jay Rodríguez.
Resalta liderazgo de Porcella
Al valorar la actuación de las autoridades del IDAC, Rodríguez resaltó que el director general Héctor Porcella mostró una impresionante comprensión del problema y se ocupó de armar la estrategia para evitar que la situación se le fuera de la mano al país.
“Desde el primer momento Porcella actuó con claro sentido de la urgencia y se ocupó de contratar al grupo de expertos internacionales con la debida calificación, más 20 técnicos dominicanos que trabajaron a marcha forzada y sin horario para revisar todo el sistema y poner a punto las normativas, reglamentos y protocolos operacionales que durante varios años no habían sido debidamente actualizados”, expresó Rodríguez.
Dijo que entre el presidente Abinader, el ministro de Turismo David Collado y las autoridades de aviación ha funcionado una interacción efectiva para impulsar la recuperación y el fortalecimiento del sector, haciendo posible el notable crecimiento del parque aeronáutico dominicano, que ya cuenta con tres nuevas líneas aéreas y cuatro veces más asientos que los disponibles antes de la pandemia.
Rodríguez compartió sus impresiones al participar en una entrevista en el programa “Ahora por la Super 7”, donde estuvo acompañado del también experto estadounidense y ex técnico de la FAA, Joaquín Ochoa, quien formó parte del grupo asesor internacional contratado por el IDAC.
Sobre la reforma a la ley 491-06
Ochoa se refirió a la nueva ley aprobada recientemente por el Congreso como parte de los arreglos acordados con las autoridades de la FAA. Indicó que la reforma a la ley 491-06, promulgada en el año 2007, debía ser actualizada para que respondiera a las necesidades y complejidades de la aviación actual.
“Era parte del proceso de actualización, se necesitaba que la Ley fuera promulgada y ya fue promulgada, fue enviada a la FAA en forma de borrador, para que emitiera su opinión y nos dieron el visto bueno”, indicó Ochoa.
Sostuvo que la actualización a la Ley de Aviación Civil coloca al país en una condición ventajosa para mantener una relación bilateral de intercambio con Estados Unidos y los demás países del mundo, puesto que éstas son recomendaciones de la OACI, que asegura que los Estados cumplen con esos estándares de seguridad operacional requeridos, para brindar tranquilidad a los países receptores.
