Presentan proyecto de adquisición de pasaportes electrónicos

SANTO DOMINGO, RD.- El Ministerio de Relaciones Exteriores (Mirex), la Dirección General de Pasaportes (DGP) y la Organización de Aviación Civil Internacional (OACI), presentaron este martes 4 de junio el proyecto de adquisición y mantenimiento de la nueva infraestructura para la expedición de pasaportes electrónicos, para ciudadanos dominicanos, residentes en República Dominicana.
Las entidades adelantaron que el proyecto, que ya tiene fecha de lanzamiento, tendrá un costo inicial de 6 mil millones de pesos a 5 cinco años, para la emisión de aproximadamente 5 millones de pasaportes.
Informaron que el mismo será ejecutado bajo el régimen de contratación pública establecido en la ley núm. 340-06 y sus modificaciones, con el acompañamiento técnico de la Organización de Aviación Civil Internacional (OACI), entidad de derecho público adscrita a la Organización de las Naciones Unidas (ONU) que ejerce el liderazgo en el Convenio sobre Aviación Civil Internacional.
En ese orden, Opinio Antonio Díaz Vargas viceministro de Asuntos Consulares y Migratorios del Ministerio de Relaciones Exteriores (Mirex), informó que el objetivo principal de este proyecto es proveer al país de un documento de viaje más seguro y que contenga elementos como un chip y formación biométrica y biográfica elementos que servirán para autenticar con mayor celeridad la identidad de la ciudadanía.
Durante la actividad que se realizó en el Centro de Convenciones del Mirex, Digna Reynoso, directora general de Pasaportes, aseguró que el pasaporte electrónico constituye una meta en el contexto de la seguridad nacional y la facilitación de la aviación civil a los fines de hacer eficientes y rentables los procesos de lectura y verificación de ante las autoridades de control fronterizo.
La directora general de Pasaportes adelantó que el primer pasaporte electrónico será emitido en febrero del 2025 y que alrededor de 25 empresas han mostrado interés en participar en la licitación.
Señaló que dentro de las ventajas de este documento se encuentran la automatización de los procesos de control migratorio, así como la posibilidad de supresión de visados con otros estados que forman parte de los 193 países miembros de la base.
En cuanto a la implementación Daniel Lozano, asesor de la dirección General de pasaporte dijo que se realizará de manera gradual y que el cambio de las libretas está previsto para las personas que se le vence su pasaporte.
“Estamos iniciando una tarea que ya conocemos”, así se expresó José Benbunan consultor de la OACI, al explicar la importancia del cambio de este documento. En su presentación el consultor de la OACI resaltó que, más de 100 países han elegido el pasaporte policarbonato, a razón de que en este se pueden guardar la información biométrica y biográfica del ciudadano.
Describió al bicarbonato como favorable para la tecnología, ya que en este se almacenan elemento táctil que le va a permitir al propio funcionario de Migraciones “con el simple paso del dedo identificar un pasaporte si es verdadero o falso”.
