Luis Abinader, primer presidente dominicano en recibir premio Chairman’s Award for Leadership in the Americas por su liderazgo en la región

WASHINGTON, D.C.– El presidente Luis Abinader recibió este miércoles el premio Chairman’s Award for Leadership in the Americas en la 54.ª Conferencia sobre las Américas, para ser el primer mandatario dominicano en recibir dicha distinción otorgada por el Consejo de las Américas.
“Me siento muy honrado de ser el primer mandatario dominicano en recibir este premio. Entiendo que este se debe al notable desempeño que en los últimos años ha mostrado República Dominicana por el mayor compromiso de mi gobierno con los valores democráticos, el crecimiento económico, el respeto a las libertades y derechos ciudadanos, la reforma del Estado y la tesonera lucha contra la corrupción y a favor de la transparencia”, apuntó el jefe de Estado dominicano.
El presidente Abinader dijo que el reconocimiento implica una mayor responsabilidad con la gobernanza democrática, y se comprometió frente al consejo a continuar profundizando en esta hasta el último día en que ejerza el cargo de presidente en República Dominicana.
El mandatario expresó que en el 1978 arrancó en República Dominicana la ola democratizadora de América Latina, con la elección a la presidencia del candidato del partido al cual pertenece, Antonio Guzmán, padre de la actual embajadora dominicana en Estados Unidos, Sonia Guzmán.
El presidente Abinader destacó que, desde entonces, en el país se han celebrado 12 elecciones presidenciales consecutivas que han consolidado la estabilidad política y la gobernabilidad democrática.
“Hoy, a nadie le debe caber duda de que la democracia es un bien frágil bajo asedio en muchos lugares del mundo. Nosotros, los dominicanos, nos sentimos orgullosos de este logro continuo en la profundización de nuestra democracia”, expuso el presidente Abinader.
Presenta ante el Consejo de las Américas los ejes que garantizan la seguridad jurídica para la inversión
El mandatario presentó ante el Consejo de las Américas los tres ejes de la seguridad jurídica con que cuenta la República Dominicana en su gestión, que son la independencia del Ministerio Público, la lucha contra la corrupción y un gobierno transparente y eficiente.
“Esta seguridad jurídica tiene su piedra angular en el respeto al Estado de derecho, a través de tres ejes: la observancia escrupulosa de nuestro gobierno a la independencia del Ministerio Público y del Poder Judicial; nuestra férrea lucha contra la corrupción administrativa, un importante legado de mi gestión, y la implementación de un gobierno más abierto, más transparente y más eficiente”, resaltó el mandatario durante su intervención en la 54.ª Conferencia para las Américas que se celebra en Washington D.C.
Agregó que, consecuente con esto, en su mandato se han tomado medidas para garantizar un Ministerio Público independiente y promover la designación de profesionales autónomos en organismos neurálgicos del Estado dominicano.
Dijo, además, que la República Dominicana ha mostrado avances fehacientes en temas como la lucha contra la corrupción y a favor de la transparencia gubernamental, la libertad de expresión, la estabilidad económica y la reforma en seguridad ciudadana.
El presidente Abinader mostró algunos ejemplos con índices e informes de instituciones de reconocida reputación en democracia y derechos humanos. En ese sentido abordó el reconocido Índice de Democracia Liberal 2023 del Instituto V-Dem de la Universidad de Gotemburgo, el cual muestra que República Dominicana ha aumentado la calidad de su democracia en los últimos años y ha mejorado 27 posiciones desde el 2020.
En relación con la libertad de expresión, expuso que el Índice de Chapultepec 2023 evidencia que la República Dominicana obtuvo la puntuación más alta en América Latina, con un 81 %, para ocupar el primer lugar, no solo de América Latina, sino de toda América, incluyendo Estados Unidos y Canadá.
En el caso de la transparencia y la lucha contra la corrupción, tal como indicó, desde 2020 la República Dominicana ha mejorado 29 posiciones en el Índice de Percepción de la Corrupción de Transparencia Internacional.
“Este dato coincide con el que publica el Anticorruption Working Group de este Consejo de las Américas en su índice de Capacidad de Lucha Contra la Corrupción, según el cual en 2023 República Dominicana se mantuvo como el quinto país mejor capacitado de la región”, señaló el jefe de Estado dominicano.
En cuanto a seguridad ciudadana, el reporte de 2023 de InSight Crime, revela que la tasa de homicidios en República Dominicana descendió de 13.2 % en 2022 a 11.5 % en 2023, muy por debajo del promedio regional.
Asimismo, dijo que el último informe de Desarrollo Humano 2022 del Programa de las Naciones Unidas para el Desarrollo (PNUD) demuestra que la República Dominicana ha superado los niveles prepandemia de desarrollo humano.
Asegura plena imparcialidad del Poder Ejecutivo en las próximas elecciones del 19 de mayo.
El jefe de Estado aseguró la plena imparcialidad del Poder Ejecutivo para que las próximas elecciones a celebrarse el 19 de mayo en la República Dominicana sean libres, justas y transparentes.
“Quiero ser categórico frente a ustedes: como partido compuesto por demócratas convencidos, puedo asegurarles la plena imparcialidad del Poder Ejecutivo para que dicho certamen sea libre, justo y transparente” aseguró el presidente Abinader.
Agregó que la Junta Central Electoral ha abierto las puertas a todos los observadores internacionales para acompañamiento en el proceso, asegurando así la integridad de las elecciones.
Crecimiento económico sostenido de la República Dominicana
El gobernante dijo que, desde hace cierto tiempo, la República Dominicana viene mostrando un crecimiento económico sostenido, fruto del esfuerzo de todos los sectores del país, y que con su llegada al gobierno han profundizado esa tendencia, primero reduciendo el impacto económico de la pandemia y luego impulsando una recuperación rápida y contundente, gracias, en buena medida, a las políticas públicas adoptadas en su gestión.
Destacó que del 2021 al 2023, el Producto Interno Bruto del país ha alcanzado un crecimiento promedio del 6.5 % anual, superior a la media regional, lo cual coloca al país, con este logro, como la séptima economía de América Latina y el Caribe.
También resaltó la llegada de 10 millones de turistas al país por primera vez el año pasado, lo que sitúa al país como el segundo más visitado de América Latina y el primero del Caribe.
“El año pasado exportamos casi 13,000 millones de dólares. A nadie debe sorprender que, de esta cifra, las exportaciones de tabaco totalizaron 1,208 millones de dólares, pero es poco conocido que nuestras zonas francas exportaron 1,173 millones dólares en productos eléctricos, principalmente circuitos, y 2,444 millones de dólares en equipos médicos y quirúrgicos” resaltó en su discurso.
Por otro lado, se han alcanzado los mayores niveles de reservas internacionales de divisas, casi 14,000 millones de dólares, lo que ha permitido mantener la estabilidad macroeconómica y el tipo de cambio dentro del rango establecido por el Banco Central.
Apuntó también que se ha logrado un aumento considerable de la inversión extranjera, con un monto sin precedentes en la historia dominicana, al superar en el 2023 los 4,300 millones de dólares, la cifra de inversión extranjera más alta en Centroamérica y el Caribe.
“Esto refleja la confianza de los inversionistas extranjeros en el empuje de la economía dominicana, y además en la seguridad jurídica que hoy día impera en nuestro país”, señaló el presidente Abinader.
El mandatario manifestó que su firme creencia en una democracia estable no sólo debe anclarse en las dinámicas políticas y sociales a lo interno del país, sino también en un conjunto de principios y valores internacionales que fomenten la paz, los derechos humanos, la cooperación internacional y el comercio.
Aseveró que su gobierno es un firme defensor de un multilateralismo fortalecido. “Los dominicanos creemos en un orden internacional basado en normas, en la solución pacífica de las controversias y en el apego a las obligaciones internacionales, asumidas libre y soberanamente por los Estados. Estos han sido fundamentos de nuestro hemisferio que vale la pena defender mediante el trabajo mancomunado de los Estados, el sector privado y la sociedad civil”.
Resaltó que estos valores y principios servirán de inspiración para los temas nodales que guiarán la Décima Cumbre de las Américas, la cual se celebrará a fines del año que viene en República Dominicana.
Comunidad internacional abre camino hacia el restablecimiento de la paz, seguridad y democracia en Haití
El mandatario llamó al orden internacional a responder con mayor celeridad cuando surgen situaciones de crisis profunda que desbordan las fronteras de un país e impiden la convivencia pacífica.
En ese sentido, el presidente Abinader se refirió a uno de los retos más difíciles que República Dominicana ha enfrentado en varios lustros. “Me refiero a las consecuencias del descalabro político, económico y social de Haití”.
Explicó que siendo dos Estados en desarrollo que comparten una misma isla y siendo el único vecino terrestre uno del otro, la convivencia requiere un grado de corresponsabilidad en aspectos como la seguridad fronteriza, la lucha contra el delito transnacional, la gestión justa y equitativa de los recursos naturales compartidos, la gobernanza migratoria y tantos otros, de una interdependencia compleja como la nuestra.
Recordó que la virtual ausencia de un Estado haitiano funcional desde el asesinato del presidente Jovenel Moïse, hace tres años, ha implicado para la República Dominicana asumir una carga desproporcionada en todos estos frentes. “Nos hemos encontrado solos, lidiando con estos temas, sin colaboración de una contraparte haitiana efectiva que pueda imponer en su territorio el imperio de la ley. Esto ha drenado recursos necesarios para el desarrollo dominicano”, expresó.
Agradece apoyo de países por acudir a llamado
El gobernante valoró que después de tantos años de reclamo ante las Naciones Unidas y otros foros a nuestro alcance, la comunidad internacional finalmente ha escuchado. Esto ha dado como resultado la instalación del Consejo Presidencial de Transición en Haití y la inminente llegada de la Misión Multinacional de Apoyo a la Seguridad en ese país. “Nos alientan a pensar que se ha abierto un camino hacia el restablecimiento de la paz, la seguridad y la democracia en Haití”, dijo el presidente Abinader.
El mandatario agradeció a Estados Unidos, Canadá, Kenia y a los países de CARICOM, así como al Consejo de Seguridad y al secretario general de las Naciones Unidas. También, reconoció el esfuerzo de la Organización de Estados Americanos (OEA) y de su secretario general.
Dijo esperar que todos los sectores haitianos que se han comprometido con este camino hagan el sacrificio necesario para llevar a su nación por el complejo, pero ineludible sendero hacia la paz y la democracia.
“Es importante decir que, simultáneamente con la pacificación de Haití, el país requerirá un plan de inversión de envergadura para que el pueblo haitiano pueda tener acceso a lo esencial: empleo, salud y educación, de tal manera que puedan vislumbrar un futuro más promisorio”, apuntó.
Retos traen consigo nuevas oportunidades
El presidente Abinader, al exponer sobre el inicio de su gobierno en agosto del 2020, manifestó que ha enfrentado varios grandes retos que fueron superados con éxito.
En ese sentido, enumeró los retos superados: la crisis haitiana, cuyo futuro hoy es más esperanzador; las consecuencias de los conflictos internacionales que han generado volatilidad de los precios internacionales y la disrupción de las cadenas de suministro, que han impactado en una economía abierta como la nuestra.
Igualmente explicó que hay desafíos pendientes como cumplir con la Agenda 2030, en particular con las metas: fin de la pobreza, hambre cero y una importante reducción de las desigualdades.
Asimismo, el presidente Abinader indicó que se debe avanzar en: 1) Mejorar la calidad de nuestra educación, que nos permita participar competitivamente en la economía del conocimiento; 2) una reforma penitenciaria que complemente la reforma policial iniciada; y 3) un pacto fiscal que permita distribuir la carga impositiva con mayor justicia y que aumente las recaudaciones, para poder cumplir con estos desafíos asumidos en nuestra Estrategia Nacional de Desarrollo.
El mandatario aprovechó la ocasión para señalar que todo reto trae consigo nuevas oportunidades. “Si bien cada nación enfrenta sus propios desafíos, existen oportunidades que compartimos globalmente. En la actualidad, la humanidad está más consciente de la necesidad urgente de proteger nuestro planeta”, puntualizó.
También dijo que los avances en tecnologías como la Inteligencia Artificial abren caminos hacia un futuro más próspero. Es crucial que trabajemos juntos para capitalizar estas ventajas y enfrentar nuestros desafíos individuales y colectivos de manera más efectiva.
Para finalizar su alocución ante el Consejo de las Américas, el presidente Abinader dijo que “ahora bien, al final del día lo más importante es llevar la ética al poder, como ha dicho la filósofa española Adela Cortina. Este es el único sendero real para la humanidad en el siglo XXI”.
